PUBLIC NOTICE CITY OF NEW CASTLE, PENNSYLVANIA REQUEST FOR PROPOSALS TO PROVIDE PLANNING CONSULTING SERVICES FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AND OTHER COMMUNITY DEVELOPMENT PROGRAMS The City of New Castle, Pennsylvania, hereinafter referred to as the “City,” currently is administering a HUD Community Development Block Grant Program (CDBG). The City hereby requests written proposals from qualified individuals and planning consulting firms to provide professional services in the design, planning and implementation of the City’s FY 2025-2027 CDBG Program, as well as other community development and housing programs. The specific services requested by the City of New Castle, are detailed in the Request for Proposals. A copy of this document may be obtained from the City of New Castle by contacting the office of the City Clerk by phone: 724-656-3515, or by e-mail: CityClerk@newcastlepa.org. Separate sealed proposals shall be addressed to Ciara Buck, City Clerk’s Office, City Building, 230 North Jefferson Street, New Castle, PA 16101-2220, marked on the outside as follows: CONTRACT NO. 2024-19 PROPOSAL FOR PLANNING CONSULTING SERVICES FOR CITY OF NEW CASTLE'S CDBG PROGRAM. Sealed proposals will be received in the office of the City Clerk until: 3:00 P.M., THURSDAY, OCTOBER 10, 2024 The objective of this competitive process is to select an individual or firm which will provide the highest quality of work at a reasonable fee. The City of New Castle will evaluate the “Proposal for Services” submitted and will select the firms deemed best qualified to perform these services. Firms will be ranked accordingly. The City will then enter into negotiations on a final scope and fees with the highest ranked firm. Should the City be unable to reach an agreement with the highest ranked firm, negotiations will begin with the second ranked firm and so on. The Request for Proposals does not commit the City to award a Contract, to pay any costs incurred in the preparation of a Proposal pursuant to this Request, or to procure or contract for services. The City reserves the rights to accept or reject any or all Proposals, to negotiate with all qualified sources, or to cancel in whole or in part, this Request for Proposals, if it is in the best interest of the City to do so. All qualified proposers will receive consideration without regard to race, religion, creed, color, sex, age, handicap, ancestry, or national origin in the contract award.
