NOTICE TO BIDDERS
NESHANNOCK TOWNSHIP
LAWRENCE COUNTY,
PENNSYLVANIA
Sealed Proposals will be received by Neshannock Township, Lawrence County, Pennsylvania until 11:00 A.M. prevailing time, September 3, 2026 and the same will be publicly opened and read immediately thereafter for the following project:
HUTCHISON COMMUNITY CENTER PHASE 2
This project involves construction of a covered patio addition to the Hutchison Community center in Neshannock Township. The work scope includes but is not limited to site mobilization and demobilization; Concrete foundation and slab on grade construction, steel post erection, wood framed roof construction, fireplace construction, lighting installation, electric and gas utility installation, installation, maintenance and removal of erosion and sediment control devices; all required testing; site cleanup and restoration; traffic control; site photography and all other items incidental to the proposed construction, complete in place.
Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words HUTCHISON COMMUNITY CENTER PHASE 2. All Proposals must be in the hands of Ms. Leslie Bucci, Supervisor and Secretary Treasurer, Neshannock Township, 3131 Mercer Road, Neshannock Township, PA 16105, by 11:00 A.M. prevailing time, September 3, 2026.
Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the office of The Gateway Engineers, Inc., 100 McMorris Road, Pittsburgh, PA 15205 where sets of said documents may be obtained upon payment of $50.00 per set. No refund or exchange will be made for the return of any documents. An additional $10.00 will be required for each set of plans if they are to be mailed. Electronic copies of the Contract Documents will be made available to Bidders at no charge upon request.
This project is financed by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority. Prevailing wage rates will be required to be paid on this Contract.
Proposals must be submitted on the forms provided by Neshannock Township. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Neshannock Township in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract.
The Proposals must be made to Neshannock Township, Lawrence County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw their Proposal during the sixty (60) day period without forfeiting their Bid guarantee.
Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder.
The Owner reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein.
