INVITATION FOR BIDS The Housing Authority of the County of Lawrence will receive sealed bids under the Capital Fund Grant, for the following: #9-2024) “Electrical panel & breaker replacements” @ the Grant Street location, in New Castle, PA Submit sealed bids using the enclosed paperwork, bonds etc. Place the entire bid package including bid form and all required bonds & paperwork sealed envelopes. All requests for a drawings and/or bidders list should be sent via email to Tanya.rcicompany@gmail.com (fill in the message line of the email with “HACL question” or similar note to ensure the message is placed in the appropriate category)THERE IS NOT A FEE FOR THE LINK TO THE DRAWINGS AND SPECIFICATIONS AND OTHER BID RELATED INFORMATION. Bids must be received no later than 3:00 PM, Thursday, September 19th, 2024 at the Housing Authority’s main office at 481 Neshannock Avenue, P.O. Box 988, New Castle, PA 16103. They will be publicly opened and read aloud at a public Meeting. Bids received later than 3:00 pm, September 19th, 2024 will not be accepted or opened. Bidders are encouraged to attend a pre-bid meeting to gain additional insight. Prebid meeting for Bid #9-2024 (Grant Street electrical panels & breaker replacement) HACL’s Grant Street office at 404 W. Grant St. New Castle, PA September 10th, 2024 at 1:00pm Requests for drawings shall be made to the email address tanya.rcicompany@ gmail.com (fill in the message line of the email with “HACL question” or similar note to ensure the message is placed in the appropriate category)You may also call Frank Ross; cell no. 724 856 1992. Be sure to leave a message indicating you want to receive the drawings/specs link. Be sure to obtain drawings in time to allow a detailed site visit and adequate to prepare a reliable bid. There is no fee for receiving the Dropbox link that will connect you to all drawings, specification, pre-bid minute, various misc. info and if there is an addendum it will be added to the link (periodically check the link for added useful information ahead of the bid submission date) Bidders may print drawings and specifications at the printer of their choice and at their cost. A certified check or bank draft payable to the Housing Authority of the County of Lawrence, U.S. Government Bond or a satisfactory bid bond (on the form provided in the specification booklet) executed by the Bidder and the surety Company authorized to do business in the State of Pennsylvania, as identified in the current department of Treasury circular no. 570, in the amount of not less than 5% of the bid price shall be submitted with each bid. The HACL reserves the right to reject any and all bids and to waive informalities in bidding. No bid shall be withdrawn for a period of 60 days subsequent to the bid opening without the consent of the Housing Authority of the Co. of Lawrence. The successful bidder will be required to provide a Performance and Labor and Material and Payment bond or equivalent as determined by FORM HUD 5369. Attention is called that no less than the minimum salary and wage as set forth in the contract documents must be paid on this project, and any state rate that exceeds the corresponding Federal rate is inapplicable and shall not be enforced. Also the contract must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, national origin, age, etc. In addition the contract will be under the requirements of Executive Order 11246 relative to new goals and timetables and Section III of the Housing and Urban Development Act of 1968 where applicable. The HACL solicits and encourages Minority Business Enterprise participation. MBE’s will be afforded full consideration of their responses and will not be subject to discrimination.
