ADVERTISEMENT FOR BIDS SLIPPERY ROCK TOWNSHIP, LAWRENCE COUNTY, PA NEW CASTLE, PENNSYLVANIA MCCONNELLS MILL ROAD STORM AND ROADWAY IMPROVEMENTS General Notice Slippery Rock Township (Owner) is requesting Bids for the construction of the following Project: McConnells Mill Roadway Improvements Project BID NO 240909 Sealed Bids for the construction of the Project will be received by the Slippery Rock Township Board of Supervisors at the Township Municipal Building, until Thursday September 5th, 2024 at 3:00 PM. At that time the Bids received will be publicly opened and read at a Special Meeting in the Municipal Building at 4334 US 422, New Castle, PA 16101. The Project includes the following Work: Replacement of storm pipes, erosion protection, roadway and driveway grade adjustments and placement of subbase material. The Issuing Office for the Bidding Documents is: Slippery Rock Township, 4334 US 422, New Castle, PA 16101 (724-924-2482). The Contractor submitting the bid must have obtained the Contract Documents in his name and register with the Township with name of company, address and contact information. Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Bid security in the form of a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be sent in writing to Slippery Rock Township. Telephone inquiries are unacceptable. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. The estimated cost is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. [All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142)]. Slippery Rock Township reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Slippery Rock Township, and to reject any or all proposals.
