CITY OF NEW CASTLE, PENNSYLVANIA PROPOSAL FOR SERVICES To include Civil Engineering Services for 2025, 2026 and 2027 A close-up of a seal Description automatically generated The City of New Castle, Pennsylvania is requesting proposals for a qualified engineering firm or an individual registered engineer to perform services on an as needed basis. Any requests for clarification or additional information deemed necessary by any respondent to present a proper proposal shall be submitted in writing to Chris Frye, City Administrator at cfrye@newcastlepa.org and referencing this request for proposal. The City reserves the right to negotiate any and all elements of this proposal. General Information The City of New Castle is seeking an engineering firm or an individual registered engineer to provide a full range of civil engineering services to include environmental consultation, roadway design, bridge design, bridge safety inspection, municipal bidding preparation, street paving, demolition, field survey, land development, NPDES permitting, construction inspection and management, drafting and CAD services and any other general and structural engineering service that may be required. Proposal All proposals shall set forth the rates to be charged for all classifications of employees and service to be provided and the price for all other expenses, costs and services to be provided. Proposals are to be delivered or mailed to: City of New Castle c/o Chris Frye, City Administrator 230 North Jefferson Street New Castle, PA 16101 Proposals are to be delivered no later than Thursday, October 10, 2024. The City of New Castle, Pennsylvania, reserves the right to reject any or all proposals and to accept any proposal and waive technicalities as it may deem in the best interest and most appropriate to the City. Qualifications The proposal must describe the professional qualifications of the firm or individual. At a minimum, the following information must be included: Description of firm, including size, organization, activities performed, and appropriate contact information. Description of recent engineering experience similar to the type requested in this RFP. Identify the engineering staff to be assigned to this engagement and briefly describe the relevant experience of each staff member. The firm or individual must possess all valid certifications and/or licenses required by applicable law related to the operation of the business or performing engineering services at the time of submission deadline. A list of current and past government clients. Each proposal is required to state if the firm or any individual has ever been fined, or had a contract terminated by any federal, state, or local government, or private entity. If any of the previous has occurred, please provide details of each such matter with the proposal. Description of experience writing and managing Federal and State infrastructure, construction and development grants i.e. Multi-Modal, CDBG, RACP, ATIIP, etc. Transition (if applicable) Please specify the anticipated impact of a transition should we select your firm in terms of both costs and time requirements on our part. How long do you anticipate that a transition would take? Please provide a timeline listing all relevant transition steps, showing when these steps will begin and be completed.
