Lawrence County is seeking sealed proposals for Interior and Exterior Renovations to a new District Justice Office Suite located in Neshannock Township, New Castle, PA. Proposals will be accepted until 9:00 a.m., prevailing time on October 3, 2017 at the Office of the Controller, located at the Lawrence County Government Center, 430 Court Street, New Castle, PA 16101. They will be opened publicly and read aloud that same day at 10:00 a.m. for bid tabulation at the Commissioner's Meeting. Bidders shall clearly indicate on the proposal envelope their name and the project name. A mandatory Pre-bid Conference will be held on September 26, 2017 at 10:00 a.m. in the Commissioner's Meeting Room, at the Lawrence County Government Center, 430 Court Street, New Castle, PA 16101. One set of plans and specifications may be purchased at Franus Architectural Associates, Inc., 425 Lawrence Avenue, Ellwood City, Pennsylvania 16117-1925, for $150.00, payable to Franus Architectural Associates. Additional sets of plans and specifications may be purchased by contractors from the Architect, at two dollars ($2.00) per drawing and fifteen cents ($.15) per page of specifications (plus postage, if applicable). Plans and specifications may be reviewed at the office of the Architect.
This invitation to bid does not constitute a solicitation or offer to contract. The Owner shall not incur any obligation or liability on account of this invitation or any submissions made in connection with this invitation or any other reason unless and until authorized representatives of all parties sign and execute a written agreement setting forth all agreed-to terms and conditions. No bid or proposal shall be deemed to have been accepted by the Owner until such time as Owner delivers a signed, fully executed written agreement to Bidder.
Estimated time of completion may be considered by the Owner as a prime consideration in the evaluation of bids. A liquidated damages clause applies to this project. See full Specifications for stipulations.

The Owner reserves the right to reject any or all bids, to waive any irregularities, and to accept or reject any part of any bid that is most advantageous to the Owner.
